UGC Has Asked All HEIs To Adhere to Two Regulations Dealing with the Appointment of Teachers and the Award of Ph.D. Degrees.

On Friday, May 26, 2023, UGC issued a notification to adhere to two regulations specifically dealing with minimum eligibility conditions for the appointment or promotion of teachers and the award of Ph.D. degrees.

In order to maintain the standard of higher education, the educational body, UGC notifies several regulations, from time to time. Among the several regulations, these two Regulations which specify the minimum  eligibility  conditions for the appointment or promotion  of teachers and award of Ph.D.  degrees, and are currently in operation and are as follows:

  • UGC Regulations on Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the Maintenance  of Standards  in Higher Education, 2018
  • University Grants Commission (Minimum Standards and Procedures for Award of Ph.D. Degree) Regulations, 2022

These Regulations are mandatory, and all Higher Education Institutions (HEIs) need to follow these Regulations to appoint/promote teachers and award Ph.D.  degrees. UGC has directed all HEIs to adhere and comply with these two regulations.

All HEIs are requested  to follow the UGC Regulations  and  ensure  that teachers  are  appointed  with adequate qualifications  and  PhDs  are  awarded in adherence  to the minimum  standards  set by the UGC.

What Do These Regulations Talk About?

According to the University Grants Commission (Minimum Standards and Procedures for Award of Ph.D. Degree) Regulations, 2022 “a candidate having 4-year or eight-semester bachelor’s degree with a minimum of 75% marks in aggregate or its equivalent grade can enroll for Ph.D.”.

If a candidate does not score a minimum of 75%, then UGC has drafted a more convenient rule for the scholar willing to pursue a Ph.D. by having a minimum of 55% in qualifications declared equivalent to the master’s degree or a candidate having an M.Phil. programme with at least 55% marks in aggregate.

The goal is to provide opportunities for scholars to be a part of the academic community and to develop an intellectual acumen in subject matter. It will help in building a research environment in India, and the government is quite assertive with the goal of creating India as a hub of research and development.
